According to the National Digital Inclusion Alliance, “Digital Inclusion refers to the activities necessary to ensure that all individuals and communities, including the most disadvantaged, have access to and use of Information and Communication Technologies (ICTs).”

Clinton County, PA, and its surrounding counties (Potter County, Tioga County, Bradford County, Sullivan County, Columbia County, Northumberland County, Montour County, Lycoming County, Union County, and Snyder County) are home to a very high number of households that do not have access to high-speed broadband Internet access or possess a device capable of accessing the Internet.
